Unlike other sports, surfing relies massively on conditions. In tennis or swimming you can go to the court or pool any time of day or night and practice what you want to do, in surfing however we rely primarily on swell and wind. When the wave aren't looking up to scratch there is no better thing to do than to train for surfing. Many surfers only surf as there training and don't do any cross-training. As you can imagine this means that you only get strong in certain areas and weak in others.
Don't get me wrong, surfing is a great form of exercise and training, but if you want to be a better surfer, and fitter and stronger then training can play a massive role in improving this.
